Delivery of the ChangeUp programme in the South East is planned and overseen by a Regional Consortium. Their secretariat is provided by RAISE, which co-ordinates the region's VCS. The 20 Consortia for shire counties and unitary authorities are producing Local Infrastructure Development Plans by March 2006.

ChangeUp in the South East region

White cliffs of Dover The Government Office for the South East (GOSE) has been charged with delivery of ChangeUp. GOSE has set up a Regional Consortium to plan and oversee the delivery of the programme. The Consortium includes members from both the statutory sector and voluntary and community sector, in approximately equal numbers, in addition to GOSE.

The Regional Consortium has agreed a Regional Plan that describes the programme of investment, fund-holders and outlines the method of local implementation in the South East.

The Regional Consortium commissioned 20 local organisations, one per shire county and per unitary authority area, to form a consortium for its area and to produce a 'local infrastructure development plan' (LIDP) by March 2006. This LIDP is based on robust research of the support needs of frontline voluntary and community organisations. Local consortia have been issued with guidance but this is to be used flexibly.

There are 20 South East consortia: Berkshire, Bracknell Forest, Brighton & Hove, Buckinghamshire, Hampshire, Isle of White, Kent, Maidenhead, Medway, Milton Keynes, Oxfordshire, Portsmouth, Reading, Slough, Southampton, Surrey, Sussex, West Berkshire, Windsor, Wokingham. National Support Services Draft Framework 2008-11
This is a culmination of the Destination 2014 consultation and the Hubs Review. The framework recommends four support themes of Finance, Performance, Workforce and Voice, each with a strategic lead. ChangeUp Evaluation
A team of experts has been appointed to scope out the evaluation of ChangeUp. From January 2008, Capacitybuilders will operate an ongoing main evaluation process for ChangeUp, with a focus on the impact that investment in support organisations and networks has on front line organisations.

Review of Hubs
Following the National Hubs Review, the Capacitybuilders Board has committed itself to a programme of change in the future delivery of national support services to the voluntary and community sector and social enterprises.

The new Finance Hub website has improved access to resources that make sense of finance and funding in the Third sector. The website will become a one-stop portal aggregating all the available resources of financial information relevant to the voluntary and community sector. .

An accredited learning scheme for trustees and committee members is being piloted by the UK Workforce and Governance Hubs. It aims to give existing trustees the opportunity to gain skills and also to encourage people from a diverse background to recognise trusteeship as a route to self development .
